UNDERSTANDING THE FORM

What is a FIN 320 appraisal?

BC's FIN 320 Motor Vehicle Appraisal Form provides a way to document a motor vehicle's appraised private-sale retail value where it may be below the Canadian Black Book average wholesale value used in certain private-sale PST calculations.

In eligible cases, the province may consider a properly completed appraisal when determining the taxable value of the vehicle. An appraisal is not a guaranteed tax reduction, and the purchase price, vehicle value and provincial requirements all matter.

The government form specifically calls for an expected private-sale retail value—not a trade-in offer or a deliberately low estimate.

BC states that where a qualifying PST refund is sought after registration, a completed FIN 320 and the FIN 355/MV refund application must be received by the ministry within 30 days of the registration date. Don't wait if you think you may need an appraisal.
